2015 First Regular Meeting

The following are the minutes of the first Executive Committee Meeting of the LPWV held on January 31, 2015, from 12:00pm to 3:15pm, at the Morgantown, WV Eat'n Park.

In Attendance (11): Michael S. Wilson, Karl Swisher, David Moran, John Buckley, Davy Jones +3, Luke Brumfield, Alexis Brumfield and Edmund Wagoner.


Treasury:

Karl Swisher, LPWV Treasurer, presented the current balance and projected expenses of the LPWV General Fund:

Location and Date for 2015 Annual Meeting:

Discussions continued on the city, date and venue for the 2015 annual meeting of the LPWV.

Based upon the previous meetings proposal by Michael Wilson, ad the current discussion on the matter, John Buckley made the motion that was seconded by Karl Swisher: The 2105 annual meeting of the LPWV shall be held in Parkersburg, WV at the Blennerhasset Hotel on the third Saturday of April, 2015. 

The motion passed without objection. 

 

LPWV Meeting Schedule:

Discussion was made pertaining to the pre-scheduling of meetings of the LPWV. Based upon the recommendations of Michael Wilson a motion was made by John Buckley (seconded by Karl Swisher) to hold meetings of the Executive Committee on the third Saturday of each month online - via teleconference - with the first meeting of each quarter (being January, April, July and October) being a meeting in-person (locations to alternate throughout the state) and the April meeting each year being designated as the Annual Meeting of the LPWV (odd years) or the Convention of the LPWV (even years). Furthermore, all meetings of the LPWV shall be open to all, but participation shall be limited to the Executive Committee in all meetings except the Annual Meeting or Convention where voting is open to the voting membership of the LPWV.

The motion passed without objection.  

 

Abbreviation of Libertarian at the S.O.S.:

Based upon confirmation by Michael Wilson that the LPWV could designate its own abbreviation for the state party, John Buckley made a motion, seconded by Davy Jones, that the LPWV make a formal request to the WV Secretary of State to change the official abbreviation of the Libertarian Party from its current "LIB" to "LBT" to avoid any potential confusion or ambiguity and to distinguish Libertarian from Liberal.

The motion passed without objection.  

 

Membership Requirements:

In the prior meeting of the LPWV preliminary discussion commenced pertaining to the proposed termination of LPWV Membership Dues. Michael Wilson proposed that in order to stimulate growth of the state affiliate, the current requirement of membership dues be terminated or suspended until a pre-determined time. Discussions on this matter presented strong issues both supporting and dismissing potential benefits of this item.

In a discussion among the attendees of this meeting, several variations were presented for consideration pertaining to the requirement to be considered a voting member of the LPWV. The conceptual requirements were summarized by Michael Wilson, based upon the discussion, and the following motion was formally presented by John Buckley: The official recommendation for modification of the bylaws of the LPWV pertaining to the requirements for voting membership of the LPWV shall be (1) the individual shall hold the confirmed voters registration designation of Libertarian with the WV Secretary of State sixty (60) days prior to being recognized as a voting member AND (2) the individual shall have a current physical or electronic signature affirming of the Libertarian Statement of Principles "I hereby pledge that I do not believe in nor advocate the initiation of force or fraud as a means of achieving political or social goals."  

The motion passed without objection.  NOTE: This passes motion only stands as a recommendation to the membership of the LPWV and shall not be a modification to the bylaws of the LPWV until voted upon by the membership at large at the 2015 annual meeting of the LPWV. Further discussion commenced and it was agreed that upon adoption of this bylaw modification all previously recognized members shall lose their voting membership status should they not meet the afore prescribed requirements.

SECOND MOTION: For the benefit of those not served with notice of expiration of their membership for renewal of dues (during the period in which membership requirements were being discussed among the Executive Committee), Davy Jones made a motion to waive and or discontinue dues for membership from July 1, 2014 through June 30, 2015. 

The motion passed without objection. 

 

Technologies and Web-Presence Integration:

Due to time, this new business was tabled until the February, 2015 meeting. 

 

Scheduling of February, 2015 Meeting:

Discussions were made pertaining to the date and time of the February, 2015 Meeting of the LPWV.  The February meeting is designated as an online web/teleconference. 

The February meeting of 2015 will be held online on February 21, 2015 from 12:00pm to 1:00pm. Details of this meeting will be posted on the LPWV Website, Facebook, Twitter and by LPWVoice Newsletter (online) not later the 14 days before the scheduled meeting date.
