January 25, 2014: Special Interim Meeting

The following are the minutes of the special interim meeting of the LPWV held on January 25, 2014, from 10:00am to 11:59am, via our online conference system.

In Attendance (7): Michael S. Wilson, Karl Swisher, Matt Shorb, Bill Talkington, David Moran, John Buckley and Tom Coyne.


General discussion began with reading of the minutes of the prior meeting.

Treasury:

Karl Swisher, LPWV Treasurer, presented the current balance and projected expenses of the LPWV General Fund:

  • $477.51 in PayPal
  • ($100.00) for Checks Order
  • ($25.00) for Business Filing with Secretary of State

Convention Venue and Luncheon:

A presentation was made detailing the three (3) final choices for the LPWV Nominating Convention: The Charleston Civic Center, The Clay Center, and The Holiday Inn Express Downtown. 

Based upon the costs of space rental, amenities, etc., the following motions were placed the floor: 

Tom Coyne made a motion to adopt the Charleston Civic Center as the venue for the 2014 Libertarian Party of West Virginia Nominating Convention. The motion was seconded by Matt Shorb. The motion passed without objection. 

Tom Coyne made a motion to set the price point for the 2014 Libertarian Party of West Virginia Nominating Convention tickets to be priced between $20.00 and $30.00, contingent on the costs associated with the catering services. David Moran second the motion, stipulating he would prefer to see the ticket cost be $25.00. The motion passed without objection. 

Discussion was made, and agreed upon, that the LPWV should provide an option in the ticket sales for the 2014 Libertarian Party of West Virginia Nominating Convention to allow someone to purchase additional tickets that can be provided to individuals that cannot afford the cost of attendance. 

Tom Coyne made a motion to allow a discounted student rate for the 2014 Libertarian Party of West Virginia Nominating Convention ticket prices of $15.00, contingent on presentation of Student Identification. The motion was seconded by David Moran. The motion passed without objection. 

Michael Wilson, State Chair, presented the schedule for the convention, stating that this was a "Candidates Convention". Michael informed the attendees that one of the candidate benefits at the convention will be the presence of Stacey Wriston of Candidly Captured Photography. Candidly Captured will be on site throughout the day to document the convention and will provide complimentary head shots and action photos of the nominated candidates.  

Convention Voting Requirements:

A lengthy discussion was held regarding the requirements in which individuals will have to meet in order to cast a ballot to nominate candidates at the Libertarian Party of West Virginia Nominating Convention.

Michael Wilson presented the following protocol:

  • An individual must be present at the convention to cast a ballot; and, 
  • The Individual must be a Active Dues paying member of the Libertarian Party of West Virginia by a set date; or,
  • The individual must be a WV Registered Libertarian Voter by a set date.

Tom Coyne presented his opinion against any participation of obtaining information from the Secretary of State. His personal opinion is that she (Natalie Tenant) presents a conflict of interest since she is running for the same office in which he is seeking nomination by the LPWV.To generalize and paraphrase Mr. Coyne, the overall concern is that should the Secretary of States Office be informed of the procedures proposed by the LPWV in selection of candidates, that office could manipulate the voters registration data by back-dating the data to modify the body of potential voters at the LPWV Nominating Convention. 

Michael Wilson presented to the attending body that the victory of the LPWV in 2012 - Gaining Major Party Status - has precluded all Registered Libertarian Voters from casting a vote in the 2014 Primary Election. It is the intention of the LPWV to allow all voters registered as Libertarian in West Virginia an opportunity to cast a ballot to nominate their candidates for the 2014 General Election. 

Michael presented the proposed process as follows: Once a deadline for LPWV Membership or Registered Libertarian Voter status is established, the LPWV will request from the Secretary of State and will compile a database along with Active Members of the LPWV, at that time the LPWV shall provide said registrants with the procedures for casting their ballot at the convention. 

Michael Wilson requested to suspend Robert'S Rules of Conduct in order to discuss and approve the elements of this matter per line item. David Moran supported and seconded the request to suspend the rules of order. This motion carried without objection. 

Michael Wilson requested verification of quorum form the treasure, which was confirmed. 

This matter was discussed in great length and the above proposal was modified as follows:

Michael Wilson, moved for and requested name call votes on the following:

Motion: All individuals shall be present at the LPWV 2014 Nominating Convention to qualify for casting a nominating ballot. This motion passed in affirmation by all attendees. 

Motion: Any individual that is a voting "Active" member of the Libertarian Party of West Virginia, as of end of business on February 8, 2014, shall be entitled to cast a ballot at the LPWV 2014 Nominating Convention. This motion passed in affirmation by all attendees. 

Motion: Any individual that is registered with the WV Secretary of State as a Libertarian Voter, as of December 31, 2013, shall be entitled to cast a ballot at the LPWV 2014 Nominating Convention. This motion passed in affirmation by all attendees.  

Notification to all Voters:

Per our January 18, 2014 meeting Action Items: Michael Wilson reported that the Registered LP Voters and Membership of the LPWV shall be notified by Direct Mail of the procedures to cast a ballot for candidate nomination and the general convention details will be made through Overnight Prints. This service will print and deliver the mailers. Additional information will be provided at the February 1, 2014 Regular Meeting of the LPWV. This mailer will be an expense of approximately $550.00 to the LPWV General Treasury. 

Intent to Run Deadline:

Discussion was made regarding the deadline for candidates to announce their intent to run for office under the 2014 Libertarian Party of WV banner. This discussion was tabled until the February 1, 2014 Regular Meeting of the LPWV.
